GSI Water Solutions, Inc.
Jeff M. Barry
Jeff is a senior hydrogeologist at GSI Water Solutions, Inc. He has more than 21 years
of experience conducting water resource investigations and providing services related to water rights
for municipalities, water districts, industry, and agriculture. His strong working knowledge of
state regulatory programs related to water rights acquisition and dispute resolution makes him
effective in dealing with complex water rights and water supply issues. He has sucessfully assisted
several communities in securing new water rights in very contentious circumstances including the Cities
of Newberg, Dayton, Lafayette, Fairview, and St. Paul. He also has conducted numerous water right audits
for communities, water districts, and industry.
He is experienced in production well siting, design, installation, rehabilitation, and testing.
He also spearheaded the development of aquifer storage and recovery (ASR) in the Pacific Northwest, helped
pass new ASR legislation, and participated in rule writing to streamline the permitting process in Oregon.
Jeff has an MS in hydrogeology from the University of Nevada, Reno, and a BS in natural resources management from Humboldt State University. Jeff is a registered geologist in Oregon and a certified water rights examiner in Oregon.
Larry G. Eaton
Larry Eaton is a senior hydrogeologist at GSI Water Solutions, Inc. He has more than
14 years of experience conducting water resource investigations and managing environmental
projects for municipalities, water districts, and industry. Larry also has an additional 8 years of experience
in managing mineral resource evaluations in the United States and overseas. Since 1998, Larry has been the
principal project manager for the City of Beaverton's successful ASR program. He is experienced in production well
siting, design and drilling, wellhead protection, water resource evaluations, and water rights
issues.
Larry has an MS in civil engineering (water resources) from the University of Colorado, an MS in geology from the New Mexico
Institute of Mining and Technology, and a BS in geology from Washington State University. He is a registered geologist in Oregon.
Walter C. Burt
Walter is a senior hydrogeologist at GSI Water Solutions, Inc., and has more than 16 years of experience
managing groundwater resource and environmental projects in the Pacific Northwest for industry, municipalities,
and water districts. He has managed or participated in a diverse mix of projects including groundwater resource evaluation and development projects,
ASR feasibility evaluations, water rights, dewatering evaluations, wellhead protection plan development, groundwater modeling, and remedial
investigation/feasibility studies. His expertise includes groundwater resource development evaluation, wellhead protection, aquifer testing, and analysis
of risks to groundwater supplies.
Walter has an MS in groundwater hydrology from the University of Idaho and a BA in environmental studies/geology from Middlebury College.
He is a registered geologist in Oregon.
Schwabe, Williamson & Wyatt
Douglas W. MacDougal
Douglas W. MacDougal is an attorney with Schwabe, Williamson & Wyatt in Portland, Oregon. He represents clients in Oregon, Washington,
and Hawaii in water rights, permitting, regulatory matters and natural resource policy issues. He and his firm are engaged in a variety of
creative and collaborative water projects involving among other things water right and water quality interactions, water conservation,
watershed mitigation, and water right transfers.
Mr. MacDougal has written and lectured extensively on water and natural resource issues, and has been a frequent speaker at seminars and on radio. He was for many years an Adjunct Professor of Law at the William S. Richardson School of Law, University of Hawaii. He is an active member of the Board and Executive Committee of the Oregon Water Resources Congress, the Executive Committee of the Enviornmental and Natural Resources Section of the Oregon State Bar, and the American Bar Association's Section on Environment, Energy, and Resources. Along with Mike Pearce of the Arizona Department of Water Resources, he was selected to be chairman of the ABA's 20th Annual Water Law Conference in San Diego, California, February 2002.
He holds a B.S. degree in mathematics from the University of Vermont and a J.D. degree with honors from Washington & Lee University School
of Law, where he was on the editorial board of the Washington & Lee Law Review. He is a member of the Oregon, Washington, and Hawaii Bars, and is admitted to the Federal Courts in Oregon and Hawaii.
Martha O. Pagel
Martha Pagel, a recognized leader in water policy and water management, brings more than 17 years of experience with state government,
having served four Oregon governors in various offices related to natural resources management. For 8 years she served as Director of the Oregon Water
Resources Department, where she focused on the relationship between state water rights and federal regulatory laws such as the Endangered Species Act and
Clean Water Act. She was recognized by The Oregonian as a "bureaucrat to remember" for her skill in consensus building and effective problem-solving in complex natural resource issues.
Ms. Pagel also has served as Director of the Oregon Division of State Lands. She was Senior Policy Advisor for Natural Resources to Governor Barbara Roberts, and was an Assistant Attorney General in the Natural Resources Section of the Oregon Department of Justice. She is currently a member of the Oregon Dispute Resolution Commission.
Martha Pagel is a frequent public speaker and presenter at Continuing Legal Education classes on the Endangered Species Act, water rights,
watershed management, and alternative dispute resolution in natural resources. She has been an invited speaker before the Smithsonian Institution Annual Conference on the Environment, Interstate Council on Water Policy, Western States Water Council, and Western Governors Association.
Ms. Pagel has a J.D. degree (magna cum laude) from Willamette University and a B.A. degree (with highest honors) from San Diego State University.
Deschutes Resources Conservancy
Bruce Aylward
Bruce currently manages program activities at the Deschutes Resources Conservancy (DRC). He moved to Central Oregon
to work for the DRC in 2002, focusing his initial efforts on developing the Deschutes Water Exchange and the Deschutes Riparian Restoration
Projects, two innovative DRC projects aimed at converting public values for the environment into on-the-ground incentives for sustainable
resource management. Bruce has considerable experience working on resource and environmental issues economics, particularly the development
of markets approaches to environmental/resource problems. In the water arena, Bruce served as Senior Advisor on Economics and Policy at the
World Commission on Dams (www.dams.org) and currently is working on an assessment of experiences in resolving water issues as part of the
Millennium Assessment (www.millenniumassessment.org). Bruce has a BS in human biology from Stanford University with a concentration in energy
and environmental policy and planning, as well as a master's degree and Ph.D. from the Fletcher School of Law and Diplomacy.
What is the Deschutes Water Exchange?
The Deschutes Water Exchange is a project of the Deschutes Resources Conservancy, a private non-profit Oregon corporation dedicated to streamflow restoration and water quality improvement in the Deschutes Basin. The Exchange promotes active water market development in the Deschutes Basin of Central Oregon. The Exchange offers the following services:
- Water Rights Information Services. We prepare water rights status reports to help you understand water rights on property you own or are interested in purchasing.
- Groundwater Mitigation Bank. We have been chartered by the Oregon Water Resources Department as a groundwater mitigation bank. We will buy and sell
mitigation credits under the Deschutes groundwater mitigation program rules.
- Brokerage and Administrative Services. We guide clients throughout the water rights transfer process, including doing due diligence on water
rights, helping negotiate water transfers, and documenting and closing transfer transactions.
- Annual Water Leasing. We arrange annual water leasing transactions under Oregon's in-stream water leasing law, matching water rights holders with conservation lessors.
